Underground garages and car galleries in Dubai
Villa basements with parking are already common in Emirates Hills, so an underground car gallery under a Dubai villa is a familiar request. The main questions are groundwater and its permit, the Dubai Building Code and, on Palm Jumeirah, Nakheel's community bylaws.

Why a gallery below the villa
Underground parking keeps cars out of the sun, with temperatures regularly above 40 degrees from April to September. Car lifts already appear in Dubai villa listings and in new residential towers.
The market is active. The UAE has drawn record numbers of wealthy families in recent years, and Dubai is one of the world's most active markets for prime homes.
Emirates Hills and the villa communities
Emirates Hills villas commonly have basements with cinemas, gyms, spas and basement parking. A car gallery is a natural extension of that space.
Dubai Hills, Jumeirah Bay and Al Barari are villa communities where we design on the same principles. We check any developer or community rules at the start.
Palm Jumeirah: possible, selectively
On Palm Jumeirah, basements are described as a rare feature, though some Fronds signature villas are marketed with one. Nakheel's community bylaws legally bind villa extensions and renovations.
On reclaimed land we plan for groundwater from the outset. That means a fully sealed structure, a dewatering permit and Nakheel's approval in the programme. It raises cost, so we test feasibility before design goes far.
Groundwater and the dewatering permit
Dubai Law No. 15 of 2008 requires a Dubai Municipality licence for any well, including temporary dewatering wells. A temporary permit needs a site plan, a no-objection certificate, a well completion report and laboratory water tests.

Permits and the Dubai Building Code
Basement uses are governed by the Dubai Building Code, section A.5.1, according to Dubai Municipality's permit guidance. Since October 2025, accredited consultants can issue permits directly for Emirati citizens' villas, without review by a municipal engineer.

The villa car lift
A villa car lift takes the car from the forecourt or a garden pavilion to the basement. A drive-through lift means you drive on forwards and drive off forwards. Our residential car lift guide explains how it works.
Lift makers already publish Dubai villa projects. Wöhr has described modified Parklift 461 units serving underground levels at an eight-car villa. Every BELOW gallery also has an independent second route out, normally a drive-out ramp.
How BELOW works in Dubai
BELOW does not have its own construction crews in Dubai. We lead the design, select the lift and manage the project on the client's side, from our London head office and on site.
Construction is carried out by local partners who hold the required Dubai licences.
